He wouldn't have had time to power up, he probably only had half a second before it was too late to eject anyway.

my understanding as well, they hit full blower as soon as their gear hits the deck incase they 'miss' the wire.

 

Miss being the operative word here. As the hornet had caught the wire, that would've more than likely slowed it down enough to preclude being able to recover once the cable had snapped regardless of having the blowers going.
