Previous mentioned that it is USA only is misinformation. The product page states no restrictions unlike other games like GTA4.
The only hitch is you have to enter a USA state in your credit card billing page, enter AZ 85002. They don't care for this. After that you get your cdkeys and amazon download gadget works like a charm.
What are you waiting for, PR has entered ARMA2 beta phase already!
